Kill Switch

A switch on the Limits page stops one API key, or the whole organization, with no amount and no window. While it is on, and the gateway holds the current keys and switches of the organization, every request it covers is refused with HTTP 402 and the code kill_switch_on before the provider is called, on every plan, Free above its ceiling included.
